A Hills Have Eyes 2 question.?

After seeing the opening birth scene, and then seeing the "Napoleon" character slag war and America and fail to shoot one of the mutants when he had a shot, I wrongly umed he'd been born to, raised by and placed into the general populous by the mutants so to reek havoc. Did anyone else think this? Wouldn't it have made for a cooler concept?
